Oregon: Police seek 11 Republican Senators — in hiding to stop vote on 80% carbon reduction

State troopers have been called in to get Oregon’s Republican senators back to vote on a climate change bill, but all 11 senators are in secret locations apparently interstate. No vote can take place on anything without at least one of those senators being in the chamber to vote.

Eleven Republicans refused to show up to work on Thursday and went into hiding in protest of HB2020, a bill that establishes a carbon cap, in order to reduce greenhouse gas emissions. Industries that emit carbon dioxide — power plants, manufacturers, etc. — would have to buy an “allowance” for each metric ton emitted, thereby reducing the incentive to produce carbon dioxide in the first place.

The goal of the bill is to cut greenhouse gas emissions 80% by 2050 versus 1990 numbers.

It’s a question of democracy: On the one hand, if Oregonians voted for this draconian cut, they ought get it. On the other, the Republicans are incensed and want a democratic solution — a state wide ballot. The legislation is such a disaster for a large proportion of Oregon’s voters that Republicans feel this is their only option. It’s a version of a filibuster.

So let’s give the people a real debate and a real vote and end the stand off now. What are the democrats afraid of?

Democratic Governor Kate Brown then authorised state police to try to locate them.

…petrol and diesel prices are expected to go up. Republicans say these changes will disproportionally affect rural Oregonians, like farm workers and loggers. They argue the plan should be referred to a state-wide ballot so “every Oregonian has a voice”.
Democrats hold 18 of the 30 seats in the state senate, but 20 senators have to be present for a vote to take place.

This is the second time they have recently walked out – winning concessions on gun and vaccination laws after another incident last month.

Other boycotts have also been known to happen elsewhere, including by Wisconsin Democrats in 2011.

The senators are being ordered to pay $500 (£390) each for every day they are absent. An online fundraiser to pay their fines has so far raised almost $38,000 (£30,000) as of Sunday.

Democrats once did a similar thing staging a five day walkout on “redistricting”.
The twitter feed where the action is: @Oregon_GOP.  That twitter account is heavy on sarcasm, calling photos of children and peaceful protesters “heavily armed militia”. Lots of people don’t understand satire, including AOC, who felt the need to yell back “These are people protesting peacefully – hence their POSTERS & not FIREARMS”.
Where were our conservative MP’s? Voting for more.

      It sounds like that number of people being absent means the senate doesn’t have a quorum and therefore can’t pass any legislation.

        18 seats held by democrats
        12 seats held by Republicans

        The Senate needs 20 for a quorum to conduct any business. They only have 18. Hence no business at all can be conducted and the democrats cannot pass the cap/trade bill.

        At least that’s the way I understand the situation.

    So, if they do manage to arrest one or more and deliver them to the State Senate, the bill passes whether they vote against it or abstain. I think I can see why they are refusing to attend.

      Well, since Oregon produces 0.7% of the national output of CO2, this bill will do absolutely zilch, zero, nada to reduce the bogeyman gas. We might as well go fart in the wind. However, it will cripple businesses and hopefully break Oregon enough that the citizens would want to fix things. However, I still have my doubts it is bad enough yet.

          Certainly not here in Nth Central Vic. It was -5C @ 0800 yesterday morning, with pockets of frost remaining on the shaded grass @ 1310. Today it was -4C @ 0641 and is still -1C now, so slightly ‘milder’ today!

            I drove from Melbourne south east to Traralgon and return between 8:30am and 11:00am. Most of the journey out had road temperature at 1C and much frost on the adjacent fields. Actually it surprised me how stable the temperature was at 1C for almost two hours despite sunshine. On the return, temperature eventually reached 3C.

            The recent chill has been good weather for testing our newly installed wood burner. I have started to nibble a small hole in the wood pile I have created over a few years.

            I terms of payback, the wood burner will take about 8 years at current gas prices providing I can continue to feed it with wood supplied at no cost other than the effort of collecting, cutting and splitting. I already have a few years stored but it is long way short of what will be needed for 8 years.

            I find that I need to burn about 1kg of dry wood per hour to maintain comfortable temperature in TV room and kitchen when outside temperature is in single digits. That equates to about 5kW but wood burner has stated efficiency of 64% so its power output would be around 3kW.

            If fully loaded and damper wide open it burns about 4kg per hour and will heat the house but the TV room gets hotter than what is pleasant as it has 3m ceilings and the exposed, but shrouded, flue is in that room.

            Add breaks provide the opportunity to throw another log on the fire!!

            The plumber who installed the burner said he is now installing more wood burners than gas heaters. That change has been in the last couple of years. He can do two to three installations a day and has a waiting list.

            I wonder if industry will ever develop a more efficient means of storing energy than photosynthesis?

    Remember: this is not about “carbon”. Climate is the wedge. Sustainable development comes with unsustainable demographic shocks so that the pesky middle class of aspirationals is both shrunk and replaced. So long as that happens, who cares what gets burnt or wasted?

    Universal surveillance and the end of privacy come via a mockery of giant private enterprises so interwoven with the permanent state that nobody can say where one starts and the other stops. Bezos, Amazon, Washington Post and CIA cannot be separated yet no connection is apparent as millions of people spill their lives into this giant maw.

    Enormous data gathering and information disseminating agencies pose as “social” media. Hit movies are made about the accidental kid geniuses who act as human fronts for the permanent state’s data monsters. For realism, an impermanent government representative might be allowed to question or even prosecute a Jeff or a Mark. (That should quieten down the Info-warriors for a while!)

    meanwhile, over in Wales, in the village of Fairbourne, I just saw two women – Beverly Wilkins & a Sylvia (?) on Sky UK, being quite sceptical about the following, even tho they were being pushed by Sky Sunrise reporter, Sarah-Jane Mee, to accept CAGW was happening and alarming.
    Sylvia mentioned how they knew nothing until a BBC researcher turned up on their doorstep after floods in 2014 and said they only had 10 years before their village disappeared.

    We’ve had different dates banded around. First it was 2045, then 2046, then it was 2055, then it was 2070 after we proved all their figures wrong. If you have property that’s devastating.
    So, does he think the village will eventually be washed away? If it does, he says “it’ll be in 100 to 200 years and by then, Lincolnshire, London, the Somerset Flats will have gone first”…

They give a projected lower limit of 21cm, whereas the upper limit, worst-case scenario, is 190cm. Such is how risk is dealt with by planners, but the inhabitants of Fairbourne are left feeling that they have been scuppered by nothing more than maths.           There would be some people who’ve been walking to the same spots at Coogee over sixty or seventy years and nothing has changed bar a tiny dribble of rise at the most. At low lying Hat Head everything is how it was when I first visited in 1972. Sydney Harbour shows a steady but unimportant rise since the 1800s, with a bit of unexplained leveling around the 1940s. What you get after an LIA.

          Menacing sea level rise is a media artifact. Nobody can find it, it only exists as a media artifact. Which means we can relax about sea levels but we should be terrified of the media’s hold on people.

            Port Kembla is reasonably close to Coogee in terms of the Australian coastline. According to the BoM sea level project, the sea level rise at Port Kembla is 100mm in the last 30 years. If it continues at that rate. a casual observer might notice a difference after 100 years.

          Add GPS measurement to keep tabs on vertical land movement (up/down), too.

          Fiji has had to recemtly move/relocate a village because of “sea-level rise.” The island concerned is on the subducting (sinking) side of the western edge of the Pacific sea floor. Other villages on that island will need relocation soon.

    It’s begun, the ABC has bought into the UN’s next big scare campaign “GLOBAL EXTINCTION”. Last week I posted that the UN has given up on climate change and is pushing a new terrifying man made problem claiming that 1,000,000 species will become extinct within a decade.

    Tonight ABC’s 4 Corners ran a propaganda piece on global extinction and how Australia is the worst country in the world. They are already ignoring logic and science and pushing scare tactics.

    For example Victoria’s Leadbeater’s possum population was believed to be down to a few hundred, but now with better monitoring we have identified 1000’s of animals. Things are worse than we thought??????????

So what was the volunteer conservationists solution? capture the feral cats and relocate them. Seriously, not euthanise them relocate where they will just kill something else.

          ‘Conservationists’ are quite insane (mostly due to excessive virtue-signalling). There’s actually no such thing as ‘nature conservation’ as the planet changes and that’s its very nature, and that of life, and of evolution via adaptations, and the nature of the biota is to never remain the same for very long as that would in fact be unhealthy stagnation for the biota.

          Given ‘Conservationism’ is thus physically impossible the ever fanatical disciples of Conservationism dress it up within the language of Precautionary Principle, via using faked secondary pseudo-‘data’ within cheesy dishonest graphs which show imaginary ‘anomalies’, indicating scary evil change exists on this planet.

            There’s a real irony here in what Rick Will has written.

            The possum was introduced into New Zealand from Australia in 1837, and they are now a (pretty much feral) pest.

            Note here that in NZ, they are trapped, killed, skun, and the fur used to make products.

            Here in Australia, we are ‘so delicate’ that an introduced feral pest (cats) which is decimating our Native wildlife is caught and ….. relocated.

            I sometimes wonder about these animal lovers, you know, if they have ever swatted a fly, or used Aerogard.

          If they truly want to save it then all they need to do is reduce it’s protection level and allow commercial breeders to sell them as pets. There will be a population of ten’s of thousands within a few years and they could legislate that a percentage would be returned to the wild.

          But no, in Australia we are forced to keep introduced dangerous animals that prey on our natives as pets, while our endangered natives are not allowed to be commercially bred.

          Shear madness.

    We in the states perform this kind of political clown show routinely. A few tears ago Wisconsin & Illinois went through the exercise.

    This is a problem of political geography. Our states have urban areas, and rural areas. Historically, the cities in a state got their wealth and power from the coalescing of the business of the rural state; Chicago had stockyards fed by downstate agriculture, Minneaoplis had grain milling and terminal fed by the countryside, Michigan had dozens of towns with small manufacturers that were part of the auto industry supply chain, our great port cities and rail hubs served the countryside, & so on.

    Over time, the incomes and activities of those ‘downstate’ diverged from the lives of those in the cities. The cities became more focused on on commerce and communication, and a cultural affinity group, far removed from that of the residents of 97% of the state land.

    Taxes flowed inward, and regulation but not benefits flowed outward. An impression of disassociation usually lead to perception of corruption as the representatives of the countryside were marginalized. An attitude common to that of the founders: “taxation without representation” arises. The city interferes in traditional local prerogatives: The school curriculum, farming water rights, self-governance on such issues as zoning & land use.

    In another era these dissidents might have brought swords to the assembly & had it out. But the victims of urban driven one-party rule in the US will, soon enough, simply migrate, if the exercise of electoral power becomes the tyranny of the majority.

    And so Illinois is losing people, as is outstate New York and California, New Jersey and Connecticut. Texas, Tennesee, ans Florida are growing like mad.

    The Oregon outcome: the state government, which traditionally educates, medicates, and incarcerates, will squander public resources tilting against the windmill of climate change. The middle class with portable skills and capital will, in some number, leave, The fortunes of those tied to the land will further fall, and rural areas will become more impoverished & discontented.

    We now have the spectre of the attorneys general of a dozen liberal state trying to make federal policy by suing in concert, and of urban leftists agitating to elect leaders by general popular vote rather than through the constitutional compromise worked out 250 years ago.

    Many of us hope they will run out of other people’s money before they destroy the system. The finances of many of the big cities, leftist controlled, and bulldozing their state legislatures, are very marginal, as is their performance on the fundamentals of governance.

    The left obtains and holds power by promising a lot of goodies to a lot of people. The history of many countries is written in how the masses respond when the promises are broken.

    The denizens of Portlandia (Portland, Oregon) will get their virtue signaling Climate change legislation, as well as statewide rent control and electric vehicle mandates.

    I wish them the full benefits therefrom; and advise U-Haul to station a number of empty trailers in the northwest.

    The description of Australian politics here often leaves on not knowing whether to laugh or cry. We in the states can put on just as good a show,

        It’s far worse here. In the State of Victoria, 83% of people live in the one city of Melbourne. Add nearby Geelong and nearby towns and it is 90%. In the US, 80% of people live in little towns from 10,000 to 40,000 people. In England too, while 11 Million live in London, that’s only 20%. Paris too is only 16%. Berlin is only 3.5Million out of 83 million, so Germany is very decentralized.

        Of course most of Australia’s income is from coal and iron ore and gas, far from where most people live. So the people in the cities want it all stopped. There is an air of unreality about the Green movement, as if cities are self sufficient when in fact with almost no manufacturing in Australia it is insane to fight coal and iron ore and gas exports. Worse, in the capital of Canberra, no one does anything much. No manufacturing. Unless coffee is manufacturing.
        And they are powered by windmills at our expense. Perhaps best placed around parliament.

          You have to think of all the faux industries which employ so many when they are at best service industries which generate no wealth at all. The giant public service but also education, medicine, councils, insurance, banking, real estate, maintenance,repair. All our wealth comes from mining and farming but the extremists in the public service, education and medicine all want it stopped. There is just a total lack of self awareness, cossetted in big cities where everything just appears, like wages. H.G. Well’s Eloi. These are your Green voters who want German windmills and no exports to pay for them.

    ‘Sydney City Council has officially declared a “climate emergency”, with councillors unanimously agreeing that Sydneysiders are at “serious risk” from climate change.’

    So we are now at the stage of a political panic. Thanks to the good councillors of the city of Sydney with its 208,000 inhabitants (not 5 million), they will be safe and carbon neutral by 2050.

    Also they will put an end to those extinctions, millions and millions of species a day. At least within the city limits.

                I would also like to point out that humans live a lot longer than other animals, especially now we have fossil fuels. We can change our environment, drive cars, turn on electricity and airconditioning.

                Other animals live much shorter lives. Insects can be measured in days. Maturity for rats is reached in 9 weeks up to one year. With litters of a dozen rats every 3 weeks they can expand exponentially into any new territory. Humans cannot. We adapt, they select. The Greens now see natural selection as a crime.

                So everything on earth has a strategy if not for survival of the individual. To think +1C would threaten short lived species is to reject Darwinian evolution. To think +1C that threatens humans is absurd. Consider Dubai and Singapore and Murmansk. With fossil fuels, our world population has expanded seven fold in just 120 years. The Australian population is now 100x what it was just two hundred years ago.

                And we are to believe all life on earth is threatened by Global Warming at this insignificant rate, now stopped? Also how do you get Climate Change without Global Warming and there has been none for the last 20 years?

                We can prove global warming has stopped, the plateau in world temperatures for a couple of decades is plain for all to see.

                The klimatariat call it a hiatus because they expect temperatures will jump up any minute, so to win the debate temperatures have to fall and stay there for a few years.

                In the meantime I expect the ABC will gradually return to the centre and we’ll eventually see more balanced programs on climate change. This cannot be rushed, Ita has her brief.

      How does Michael Mann, a failed PhD candidate in physics who switched to tree rings get to be Professor of Meteorology? Considering that we had an extinct giant kangaroo expert as Chief Climate Commissioner, we should not be surprised. Somehow making comments on the Climate makes you a meteorologist, which must be a bit surprising and disheartening for real meteorologists. Especially since ‘Climate Scientists’ say that meteorologists know nothing about climate. Surely the reverse is true too?

          Sorry, not that I remember. It was always in Science. At least at Melbourne University. It seems it still is. Perhaps you are confusing Geography an Arts degree major subject with Geology, which is a Science degree major. This from the UofM web site on meteorology.

            A true description of what weather Forecasting is about is weather “Prediction” and this is a very localised thing.

            The abuse of the very real and useful modelling that provides engineering certainty is evident in claiming to apply it to climate.

    The city at the centre of the continent has bloomed a thousand icicles this week as the winter weather bites hard in the Northern Territory.
    Alice Springs dropped to – early on Monday and -1C on Sunday with an apparent temperature of -5.6C.
    It’s certainly cold but given there’s been no rain in Alice Springs, it’s something of a mystery why the icicles have formed…

    Images posted by the NT’s education department from Ross Park School in Alice’s east shows a multitude of icy tentacles, more common in Tassie than the territory, hanging from playground equipment and gum trees.
    The Bureau of Meteorology (BOM) said a near stationary high pressure system in the Great Australian Bight has pushed cool, dry air into the Top End.
    High pressure brings clear skies and in winter when the sun is at its weakest and that’s perfect conditions for freezing overnight temperatures.

    In all this ’emissions’ reduction, which is code for CO2, what I find odd is the push for all electric cars, when endless limitations are so well known and CO2 is higher. Extremism in everything.
    You do not need coal electricity for hybrids. You do not need expensive charging stations for the few upper middle class showoffs who can afford them. You do not power your car with expensive coal based electricity. You are in fact an environmental vandal, using far too much power, generating even more CO2 and punishing our balance of trade and wrecking our roads with a 2 1/2 tonne vehicle.

    A move to cheap hybrids would halve CO2 and far more importantly make our petrol last twice as long and halve our costs, but Greens all want us to drive only expensive, heavy and impossible to charge electric cars. Why? In every way, electric cars actually mean higher coal CO2. The weight savings with hybrids is half a ton per vehicle and the cost is much lower, perhaps a quarter. In Australia a new Toyota Camry hybrid is an excellent family saloon at $30,000 with 4.2L/100km where the basic Tesla is $A120,000 and the top of the line $A240,000. So someone is kidding that they are saving the planet. And they even want us to exempt them from car taxes and subsidize their registration. Words fail.

    I am also really puzzled that governments want inner city CO2 reductions but do not ask taxi companies to switch to hybrids, for example. Or buses. Flywheels can do the same as a hybrid, energy storage. Hybrids can switch to all electric at any time too, for short distances in the inner city. As petrol is a major cost for taxis, they could agree. So why did the French government force everyone to buy diesels and now tax them for entering the cities? The Gilets Jaune have a very good point. It was all nonsense. The councils are just pulling our legs.

    That makes me think no one is really interested in reducing CO2 output dramatically. It is all just posturing or as we call it now, virtue signalling. Upper middle class solar panels and electric cars, all underwritten by massive hidden taxes on the poor.

    Logically it’s more like the Land Rights for Gay Whales movement.

    Shadow chancellor John McDonnell sent shockwaves through the Square Mile last night amid warnings that his plans to tackle climate change could undermine the entire financial system.
    In a speech to trade body UK Finance, McDonnell promised a future Labour government would delist companies with poor green credentials from the London Stock Exchange.

    He also unveiled a plan to stop money being invested in companies whose business model or actions run contrary to Labour’s environmental policy.

    Many in the City reacted with disbelief to the plans.
    Top financier Michael Spencer was scathing, describing the policies as “financial totalitarianism”. The former Tory party treasurer said : “It would be a catastrophe for Britain’s business community and the country’s economy if it was ever carried out.”…

    India is under the accord, excluded from any actions regarding CO2 reductions until 2030
    Therefore an Indian company mining coal for energy now is in accord with the treaty.
    Protesting about the Adani Indian coal mine is therefore contrary to the Paris climate accord.

    Despite promising a decade ago to phase out fossil fuel subsidies, the world’s leading economies more than doubled subsidies to coal-fired power plants over three years, putting climate goals at risk, energy researchers said Tuesday.
    Between 2014 and 2017, G20 governments more than halved direct support for coal mining, from $22 billion to about $10 billion on average each year, according to a report by the London-based Overseas Development Institute (ODI), a think tank.

    But over the same period they boosted backing for coal-fired power plants – particularly supporting construction of the plants in other, often poorer nations – from $17 billion to $47 billion a year, the report noted.

    Abstract: Iconic places, including World Heritage areas, are symbolic and synonymous with national and cultural identities. Recognition of an existential threat to an icon may therefore arouse public concern and protective sentiment. Here we test this assumption by comparing sentiments, threat perceptions and values associated with the Great Barrier Reef and climate change attitudes among 4,681 Australian and international tourists visiting the Great Barrier Reef region before and after mass coral bleaching in 2016 and 2017.
    There was an increase in grief-related responses and decline in self-efficacy, which could inhibit individual action. However, there was also an increase in protective sentiments, ratings of place values and the proportion of respondents who viewed climate change as an immediate threat.
    These results suggest that imperilled icons have potential to mobilize public support around addressing the wider threat of climate change but that achieving and sustaining engagement will require a strategic approach to overcome self-efficacy barriers…
